“Community action is particularly critical when it comes to “providing last-mile social service delivery” and customising assistance for vulnerable groups”, said Finance Minister Heng Swee Keat at a Parliament seating on 2 March 2017. Mr Heng was making a speech which emphasised the importance of community involvement.

The Community Network for Seniors, a pilot project in three neighbourhoods which Mr Heng announced in Budget 2016, has helped 380 seniors with multiple needs, engaged 5000 seniors in active ageing and recruited more than 180 volunteers.

Mr Heng was also heartened by a growing spirit of social entrepreneurship, and encouraged groups to continue building capabilities to serve their communities. In order to support these efforts, Budget 2017 provides additional funding through the VWOs-Charities Capability Fund.
