What has NEA been doing?

NEA reported that they have issued more than 78,000 tickets for littering from 2014 – 2016. What is worse is that in just 2016 alone, NEA had issued more than 31,000 tickets and 1,700 Corrective Work Orders (CWO) where repeated offenders were assigned to clean up specific areas. Littering hotspots such as areas near MRT stations and older estates have also been identified by NEA.

Reports of littering incidents from high-rise buildings are not uncommon in Singapore. In 2016, there were 2,500 incidents of high-rise littering reported to NEA and this form of littering can put any unsuspecting passersby lives in danger.

In 2014, a man was fined $19,800 and 5 hours of CWO for flicking 34 cigarette butts out of his flat. He was only caught after NEA set up surveillance cameras around the area.

The most serious incident that was published on the news was the death of a 67 year old elderly female who was hit by a bicycle wheel that was thrown down from the 14th floor at Eunos Crescent (It is in my area 🙁 )

There may be much more unreported cases of littering but of those that were reported and caught, the number seem to be relatively high for a city which is known to be clean. So what exactly are some factors that caused such littering behaviours and what are the consequences of them?
