In the first phase, there will be an assessment on the current standards and situations of the diving tourism industry. Then the stakeholders will have to be identified. This will allow the understanding of the diving tourism industry and the environmental policies that are currently in place. In the second phase, the relevant stakeholders will be consulted and then a national team will be trained. There will be prioritized plans to be implemented and documented through execution. In the last phase, the plans will be carried out. For instance, training of the locals by the national teams, such as cleaning-ups, increasing awareness and educating on the green fin toolkits. The issues that are faced will also be analyzed so that the people can learn from them and improve from there.
