Planning of Vietnam’s Marine Protected Areas (MPA) System to 2020

Managed by the Ministry of Agriculture and Rural Development (MARD), they focus on making Vietnam’s resources sustainable, so that its industries, such as fisheries and agriculture, will strive along with the country in 2020. They aim to make Vietnam highly secured and integrated with other countries with good relationships.

In this planning, the first phase which is from 2010 to 2015 places emphasize on effectively managing the 16 LMMAs while the second phase from 2016 to 2020 places emphasize on creating new LMMAs.

To ensure that this long term planning is effective, the MARD focuses on:

  1. Policy Analysis
  2. Strategies for Empowerment of Beneficiaries/ Stakeholders
  3. International Co-operation
  4. Providing Legal Environment
  5. Performance Budgeting
  6. Setting up Standards for Sustainable Public Service Delivery
  7. Results Monitoring and Evaluation
  8. Impact Assessment

Different ministries will be assigned for each focus and cooperate with each other.

The MARD works for the best interests of Vietnam through long-term planning.

Nguyen Van Tai, director of the Ministry of Natural Resources and Environment’s Institute of Strategy and Policy, said that it is planned to have the area of mangrove forests in the coastal areas increase in 2020, by 30 percent higher than in 2010.
