The government plays an important role in the solving the poaching problem in Indonesia. Government officials admit they are fighting a losing battle. With Indonesia having little money for public campaigns and only 12,000 rangers to cover nearly 50 million acres of dense forest, poachers often operate with impunity. While there are laws being passed but enforcement is very poor and in many places are non-existent. 

One way to reduce poaching would be to educate the public about what poaching is and what is being done to these animals and how we all have a part to play. Campaigns is also another way to educate the public in a fun and interactive way.

The government can also encourage self-organisation of community managed systems. There are certain conditions that have to be met for good community management of resources.

The first category is that of resource characteristics. First the resource has to have clear boundaries that are easily defined. In the case of Indonesia, while she is relatively large what can be done would be to enforce laws to state exactly in which areas animals can be moved around. To ensure that these laws are being followed, they should hire responsible and reliable rangers so that poachers do not take more than they should. Also changes in resources abundance can be monitored. While the forest is very large, what should be done would be to systematically acquire and record information about the members of a given population. Thus this would make it easier to monitor. The next condition would be that there are no substitutes for the resource( poaching) and it should be costly for community to leave the area when there are no more resources and the resource use should be manageable. 

For community characteristics, it should be a stable population with limited population growth. Also the community should consists of a relatively closed group with the rare influx of new members. The community should have a well connected social network where by information sharing flows through community, easy to enforce rules and there are methods enforced to resolve conflicts.

Rule characteristics include community participation where everyone has a chance to voice their opinion . The rules should be perceived as fair and the community monitors everyone and performs enforcement of these rules. Rules are applied to insiders only and are mutable and changes when conditions change.  There should be incentives for abiding to the rules but punishments for those to break the rules. It is important to easily identify these rule breakers.

While the government plays more of a supporting role in these community management, they are able to help by listening to any needs that they may have. Also they could enforce more laws that would make it easier for the community management to manage.
